Lips have no sebaceous glands and therefore no oil film of their own. That is why they dry out faster than the rest of the skin: in winter from cold and heated air, in summer from sun and wind. A balm lays a layer over them that slows moisture loss. Regularity matters more than quantity, so a thin application several times beats one thick one.
The most common mistake is reaching for the stick only once the lips are already cracked. Licking your lips in between makes it worse, because saliva takes additional moisture with it as it evaporates. The way out is unspectacular: start early, apply regularly, leave the lips alone.
